Message: Appearing at the Copenhagen summit this morning, U.S. secretary of state Hillary Clinton announced a conditional pledge to help raise US$100-billion a year to help fight climate change in the developing world. The condition is that world leaders reach a climate change agreement tomorrow, the deadline for a sweeping new agreement to reduce global greenhouse gas emissions. The other condition is transparency. In a warning to China and other countries, Ms. Clinton said the United States would back down on its financing pledge unless they committed to transparency in reporting their greenhouse gas emissions and allowing them to be verified.
